How to Apply for National Identity Card for Overseas Pakistanis (NICOP) in Ottawa
Pakistan, known officially as the Islamic Republic of Pakistan is a country in Asia that is bordered by India, Afghanistan, Iran and China. With a population of in excess of 170 million, Pakistan has the second largest Islamic population after Indonesia.
Beyond geography, Pakistan which was once a part of India is a wellspring of history and ancient civilization. The ethnically and linguistically diverse country is worth visiting for people of Pakistani origin or interested tourists alike.
The NICOP is a registration document that is issuable to any valid/legitimate citizen of Pakistan.
The following Step by Step guide details what is required in order to successfully apply for a NICOP in Ottawa.

Before Applying
Eligibility: Any Pakistani citizen who is an immigrant or dual nationality holder or employed on work permit in a foreign country by paying the prescribed fee.
Not Eligible: Any foreign spouse of a Pakistani national is not eligible to apply for a NICOP, however their children are eligible to apply for NICOP.
Gratis NICOP: Government Servants (including their dependants) on duty or training abroad as well as students in a foreign country on a Student Visa. -

Application
Each applicant requires the following:
- 2 photographs (2” by 1.5”) with a blue background;
- copies of CRC/MNIC/CNIC/ for each NICOP applicant, their parents and spouse (if eligible)
- copy of Permanent Resident Card with valid Pakistani passport. In case the Pakistani passport is EXPIRED, it will first be verified from the issuing office. Applications will be accepted only after the expired passport is verified
OR
- copy of valid Canadian passport, in case applicant is a Canadian citizen, this is mandatory.
For children born in Canada, those who have had a change in marital status, change of address, change of name or change of religion, further documentation is required. For a list of said documents, click here.

Note: Notes 6,9,12 and 15 are required to be written in Urdu. This is mandatory. Capital letters must be used and the only acceptable ink colour is black. -

Application Fee
The application fee for a new NICOP application: is $42 CAD per application.
Any Modification / Change/ duplicate/ renewal of NICOP / CNIC is $ 64 CAD per application.
The application fee includes home delivery of the NICOP by DHL.
Note: If modifications are not disclosed at the time of submission of an application, an additional $22 CAD will be charged prior to the application being processed.
Money orders and bank drafts should be made out to NADRA PAKISTAN. One money order or bank draft is required for each family member. -

Processing Time and Obtaining NICOP
The processing time for NICOP’s is 16-20 weeks if forms are filled out correctly and the applicant is approved by National Database Registration Authority (NADRA).
All applications MUST be sent to the Consulate General of Pakistan in Toronto. They are then forwarded to NADRA headquarters in Islamabad who issue the NICOP and send the card directly to the applicant via DHL.
