Firstly, consider mixing the cold water with shortening, salt and flour. It is recommended to use a medium sized wooden spoon to mix the ingredients thoroughly. If you do not to mix these ingredients by yourself then you could use a food processor to blend them together. Ingredients should be mixed in a way they form a ball that can be squeezed in your hands.

Put some flour on the surface of the ball. This can be done by rubbing some extra flour up and down as per your needs. Now apply some pressure on the ball and start to flatten it into small disc shaped pieces. Now use a rolling pin to roll them in even strokes outward from the centre of the dough. If the rolling is evenly or perfect, you can start rolling everything back together and start from scratch.

Now consider placing the dough in a medium sized flat dish. It is recommended to put some flour on the surface of the dish to avoid sticking. This will also help in picking up the dough easily when needed. Make sure there is enough dough to cover the bottom and the sides of the pie dish.

Add your desired filling. This can be anything from chicken to vegetables. Double the ingredients you are using if you want it to go over the top of your pie.
