In order to plan an event of this magnitude you will need at least twenty to thirty volunteers that are dedicated to this event.
You can accomplish this by visiting your local teen groups and senior centers. The next thing that you will need to do is find a location for your carnival. You can start by going to the township and asking about various locations that can be rented for a carnival fundraiser.
