North Korea Prepares for Nuclear Attack by U.S

Amidst rumors of a possible nuclear test by North Korea, the Korean Central News Agency reported last Thursday that North Korea is preparing for a preemptive air strike on its nuclear facilities by the United States.

The agency referred to a plan called OPLAN 8022-02. A copy of the plan has not been released and questions directed toward the Department of Defense have gone unanswered.

“It is their invariable intention to stifle the DPRK (Democratic People’s Republic of Korea) by all means including a preemptive attack on it,” KCNA reported. “They have already listed the DPRK as a target of their preemptive nuclear attack and worked out an operational plan to implement it.”

“It is behind the smokescreen of the ‘diplomatic solution’ that the U.S. is rounding off its preparations to stage a preemptive attack and a nuclear war against the DPRK any moment,” KCNA warned. “The U.S. bellicose forces’ ambition to stifle the DPRK through preemptive nuclear attacks is getting more serious and dangerous as the days go by.”

While speaking in January of 2003 about the threat posed by Iraq, Secretary of Defense Donald Rumsfeld said, “[North Korea’s] history has been one of using its weapons programs to blackmail the West into helping stave off an economic disaster. North Korea is a threat, to be sure. But it is a different kind of threat – one that needs to be handled differently.”

KCNA said the U.S.’s diplomatic solution is nothing but “rhetoric” and the U.S. is “sadly mistaken” if they can “frighten” North Korea with their preemptive strike plan.
