First you will have to open Windows Explorer, and then navigate to the directory C:\Windows\System32

Search for a TM.exe file by scrolling down. Right click on the file and select Send To from the popup menu, this will lead you towards another popup menu select Desktop (create shortcut).

A shortcut folder by the name of TM.exe file will be created on your desktop. You can rename the folder if you wish to.

From the desktop drag the folder towards the taskbar and pin it there.

Now in order to add a Task Manager title to the start Menu, drag your cursor towards the extreme lower left corner of the screen and then click it.

In the search box type Task Manager, this will help you in finding a Task Manager easily.
